记者从重庆海关获悉，今年1至6月，西部陆海新通道沿线“13+2”省区市经西部陆海新通道进出口额历史同期首次超过5000亿元，达5172.3亿元，同比增长13%。西部陆海新通道以重庆为运营组织中心，各西部省区市为关键节点，利用铁路、海运、公路等运输方式，向南经广西、云南等沿海沿边口岸通达世界各地，形成了包含西部12省区市、海南省及广东湛江、湖南怀化在内的“13＋2”合作共建机制。重庆海关相关负责人表示，西部陆海新通道通江达海、内畅外联，在扩大高水平开放、增强产供链韧性、畅通国内国际双循环中发挥的作用愈发凸显。

柳工印尼绿色智造产业园动工

财政部、国家税务总局7月24日发布《关于离岸信托个人所得税有关事项的公告》（以下简称《公告》）明确，居民将财产装入离岸信托以及离岸信托存续期间产生的收益，需按照规定申报缴纳个人所得税。《公告》对离岸信托设立环节、存续环节和终止环节的个人所得税有关事项分别予以明确。在设立环节，居民个人将财产装入离岸信托，以装入财产的市场价值扣除财产原值和合理费用后的余额为应税所得，按照“财产转让所得”征收个人所得税，适用20%税率。在存续环节，对于居民个人装入财产的离岸信托存续期间产生的收益，根据收益性质分别按照“财产转让所得”和“利息、股息、红利所得”，按年计算缴纳个人所得税，适用20%税率。《公告》还明确了纳税人办理纳税申报的相关事项，并对发布前已设立的离岸信托未缴税款的申报缴纳作出了规定：设立超过3年的离岸信托，不再追征设立环节的税款；存续环节的收益，不论设立时间均需申报，但给予3个月的申报宽限期，宽限期内申报免于加收滞纳金。财政部税政司、国家税务总局所得税司有关负责人表示，依据个人所得税法，居民个人从境内和境外取得的所得以及非居民个人从境内取得的所得，均应当缴纳个人所得税。按照个人所得税法对居民全球所得征税的基本原则，《公告》明确了离岸信托设立、存续、终止清算等环节的征税规定，有利于提高税收确定性和透明度，便于纳税人合规遵从；有利于促进社会公平，维护国家权益，稳定纳税人预期。

两部门明确离岸信托个税事项

7月22日海关总署介绍，从“车厘子自由”到“榴莲自由”，越来越多的全球好物“飞入寻常百姓家”，这既是我国持续开放市场、与全球共享发展机遇的生动体现，也是不断扩大进口、满足人民群众高品质生活需要的真实写照。榴莲进口来源多了，选择多了、价格低了2022年以来，海关总署先后完成越南、马来西亚、老挝等5国榴莲输华准入，进口来源持续拓宽。去年榴莲进口达到186.8万吨，数量比2022年翻了一番，大家在家门口的水果店里随处可见，选择面更宽，价格更实惠。外国的牛奶咖啡三文鱼到咱的“购物车”我国已成为全球160多个国家和地区的主要贸易伙伴，进口商品来源更广、品类更多、结构更优。大洋洲的牛奶、非洲的咖啡、欧洲的冰鲜三文鱼漂洋过海进入中国老百姓的“购物车”。未来5年，“买全球”还有这些好消息来源更多——今年以来，新增79个国家264种次农食产品准入，农食产品进口来源地已经覆盖全球150多个国家和地区。将在确保安全的前提下不断优化农食产品检疫准入程序，拓宽多元化进口市场。价格更经济——将不断优化通关流程，降低跨境物流成本，保障鲜活农食产品以新鲜的品质、经济的价格端上百姓餐桌。好东西更多——落实好各项自贸协定关税减让措施，稳步扩大第三方机构检验结果的采信范围，助力更多消费品优进快进。更安全——强化进口商品质量安全风险监测预警，深化跨部门监管协同，精准阻截问题商品，严守质量安全底线。全球新品“零时差”——将大力支持首发经济，对化妆品等进口消费品优化检验措施，实现与全球新品上市的“零时差”对接。

不止“榴莲自由”！今后买全球好物价格更“香”

东盟是全球南方的重要板块，各成员国竞相制定人工智能发展战略。随着中国—东盟国家人工智能应用合作中心落户广西，双方合作加快从共识走向落地。合作越深入，越离不开连接技术研发和场景应用的基础资源——东盟语料。但其中不少语种仍属低资源语言，语料数量不足、来源分散、标准不一，权利边界和使用条件也不清晰。一次性采购、单项授权等传统方式，可解单个项目的一时之需，却难以兼顾合法来源、持续训练、下游使用和利益回流等具体问题。广西有基础、有条件在这一领域率先探索。长期以来，广西积累了东盟语种人才、国别区域研究和小语种语料资源；中国—东盟博览会、中国—东盟信息港等平台可以承担需求对接和场景验证功能；中国—东盟国家人工智能应用合作中心可以提供项目组织和运营载体；广西自贸试验区相关制度创新可为数据跨境合规服务提供支撑和依据。广西的比较优势在于把技术、语料、平台和应用场景组织起来。粤港澳大湾区可发挥模型研发、智能算力、产业资本和成果转化优势；海南自由贸易港可依法提供跨境数据制度试验和业务验证场景；东盟参与方可共同制定规则、参与治理、分享利益；广西则可承担成员组织、规则衔接和机制运营职能。规则建设和制度创新，正是广西可以率先落子的领域。具体而言，可研究制定有关广西—东盟语言人工智能训练语料共同利益许可的框架协议，由各方高校、企业、平台及语料贡献者自愿加入，以标准条款和具体语料清单为基础运行的合作框架，把分散、临时的语料交易转化为稳定、可追溯的跨境合作。一是以统一规则明确权利来源和授权边界。训练语料可能包含文字、译文、录音、方言表达、传统知识和人工标注成果。应当重点厘清语料从哪里来、谁有权授权，可以用于哪些模型和场景、不得用于哪些用途等细则。通过统一登记、核验和授权条件，减少重复谈判，降低合作成本，也能让语料贡献者形成稳定的收益预期。二是以分级授权守住安全边界。一般专业术语、双语平行文本和人工标注语料，可以用于科研、公共服务和合规商业训练；涉及个人声音、口述传统和传统文化表达的语料，应设置更严格的同意程序和用途限制；涉及国家秘密、重要数据和高度敏感个人信息的内容，应排除在一般许可机制之外，依法适用专门规则。三是以共同治理实现利益共享。可依托广西设立常设运营机构，负责成员登记、语料审查、许可管理、使用审计和收益结算，并吸收我国和东盟高校、企业、行业组织及语料贡献者代表参与议事。涉及许可范围扩大、敏感语料商业使用和收益规则调整等重大事项，语料来源方应当拥有实质参与权。首期可从一两个语种、一个应用领域起步，重点打通权利核验、分级授权、训练留痕、收益结算和退出处理等环节。经过验证，再逐步推广，最终凝聚出系统性的制度体系。下好共同利益许可这步“规则先手棋”，广西就能把面向东盟的通道优势转化为规则组织优势，把项目集成能力提升为区域合作能力，最终形成可复制、可推广的制度成果，为全国其他地区开展跨境人工智能语料合作提供先验经验。（作者系国家级青年人才，法学博士，海南大学法学院副教授）

千年非遗与国际顶级IP的历史性握手，不仅是壮锦在当代极具说服力的一次自我介绍，也是中华优秀传统文化走向全球的又一次精彩亮相。一条走了上千年的路肯山村与周遭山村并无二致，桑林、稻田、玉米地将一个个自然屯层层包裹。6月16日，在蝉鸣声中，村里的壮锦手工坊坐满了人。十余名绣娘在各自的工位上低头飞针走线。展架上摆满了壮锦包包、壮锦布偶。最醒目的，当数最近火出圈的“壮球孃孃”挂件和壮锦足球。壮锦，与云锦、蜀锦、宋锦并称为中国四大名锦，历经千余年传承发展。壮族先民以棉麻为底、丝线为纹，在经纬之间织出日月星辰、花鸟鱼虫，让壮锦成为写在布帛上的民族记忆、穿在身上的山水田园。然而，在漫长的岁月里，这门手艺偏居西南边陲一隅：困于地域之限，难出乡关；困于市场之窄，曲高和寡；困于传承之难，后继乏人。壮锦的困境，是中国乡村非遗的普遍缩影——技艺精湛却少人问津，文化厚重却难以变现，匠人坚守却后继凋零。<img 摄历史的转折，往往在不经意间发生。2026年美加墨世界杯，这一全球最具影响力的体育盛事，第一次向中国非遗敞开了官方授权之门。据了解，国际足联世界杯授权拥有全球最严苛的审核体系，国内非遗团队极少能走完整套流程。“这个世界级的大IP，给了我们荣耀，也给了我们前所未有的大考。”谭湘光坦言，“为了把最好的产品留给世界，我们选择把汗水留给自己。”即使不少产品被反复打回、修改、重做，谭湘光和团队依然坚持，没有放弃。最终，历经创意策划、纹样版权、面料安全、试样打版、资质核验、成品工艺、包装规范七道国际标准层层筛选，谭湘光团队拿下了这份沉甸甸的授权，成为为数不多通过全部考核的本土团队。“一根针线要走上世界舞台，不能靠运气，离不开一代代绣娘的接力传承。”谭湘光说。这背后，有深耕壮锦传承创新数十年的底气，也有非遗研发实力与标准化生产能力的双重认证。此次商业合作，让壮锦不再是博物馆里沉睡的文化标本，而是以一种鲜活的、可触摸的、可消费的形态，进入了全球亿万球迷的视野。一针一线别具匠心一针一线，缝进去的是千年文脉；一剪一裁，织出来的是时代新生。在谭湘光团队此次发布的官方授权系列产品中，最引人注目的是两个角色：一个是壮锦足球，张扬热烈；另一个是“壮球孃孃”，怀抱迷你足球，憨态可掬。“壮球孃孃”的原型，是河池传承已久的布偶“麽乜”。传统“麽乜”怀抱太阳，寓意平安顺遂。“这是壮家人对美好生活的期盼，也是中国人民送给各国球迷的美好祝福。”看着改良创新的“壮球孃孃”，肯山村壮锦手工坊发起人覃吴标满脸笑意。千年祈福文化，就这样被缝进一个小小的挂件，走向世界。而真正令人动容的，是这些“壮球孃孃”、壮锦足球背后的一双双巧手。肯山村纳隘屯村民韦肖艳，过去的日子围着田地、老人、孩子打转——农忙下地耕种，农闲居家闲置，几乎没有额外收入。今年4月，谭湘光“八桂巧娘”非遗工坊的订单延伸到肯山村，面向村内妇女免费开设壮锦文创缝制培训班。韦肖艳第一时间报了名。从未接触过手工非遗文创的她和袁凤宾等一批学员，靠着勤学苦练，迅速掌握了基础裁剪、针法和锁边技巧。首批制作的百余件世界杯产品“壮球孃孃”挂件和壮锦足球，全部通过验收。<img data-media-id=""/>广西壮锦文创系列产品在美国旧金山参展。“刚开始做一个‘壮球孃孃’要半天。现在两小时内就能完成一件，一天可做5件。”韦肖艳说。记者在手工坊里完整见证了一件“壮球孃孃”的诞生：绣娘先将印着广西经典蟒龙纹的改良轻薄壮锦裁出人偶板型，缝合侧边预留填充口，塞入柔软太空棉塑形，最后手工缝制胸前迷你足球装饰，锁边、缀绳，一气呵成。两个小时，一只娃娃。看起来简单，但每一针都马虎不得——因为它们代表的不是肯山村，不是河池，甚至不是广西。它们代表的是中国手艺。为什么是壮锦？为什么是广西？这并非广西非遗文创第一次引发全球关注。前不久，马斯克小儿子手拎桂林产虎头包登上热搜，让世界看到了广西手艺的“萌趣”一面。如今，壮锦足球和“壮球孃孃”以世界杯官方授权文创产品的身份亮相，再次让世界看到了广西手艺的专业和品质。从一张社交媒体照片到一份全球授权合同，广西非遗文创正在完成从“被看见”到“被认可”的跨越。一村之变折射振兴答卷闷热的夏日午后，一群绣娘围坐在一起，没人说话，只有针穿过布料的细微声响。在她们眼中，缝的不是什么宏大叙事，而是一个个事关生计的小物件。有钱挣，才有更多人做；有人做，手艺才不会断。一个个小物件，从广西山村走到美加墨世界杯绿茵赛场，从绣娘的掌心传递到世界各国球迷手中——这条路，不仅是广西非遗活态传承的生动实践，也是广西探索乡村振兴路径的清晰答案。农忙务农，农闲做工。这种灵活就业方式，天然贴合乡村家庭的生产生活节奏，极大降低了农村妇女的就业门槛。覃吴标算了一笔账：制作一件世界杯壮锦产品，可以拿到二十多元，熟练工不加班也能月增收三千至五千元。这在农村，是一笔可观的收入。近年来，自治区妇联持续打造“八桂巧娘”特色非遗品牌，扶持壮锦、壮绣、藤编等指尖产业，推动非遗工坊下沉乡村。 摄不需要大投资、大厂房，不产生污染、不占用耕地。这种小规模、轻资产的手工产业，精准契合了广西农村发展实际：一把剪刀、一根针线、一段壮锦面料，就能让一个乡村家庭多一份稳定的收入。“壮锦是千年手艺，更是活的手艺。”谭湘光说，“要做成老百姓能用、外国人喜爱的商品，有人消费、有订单支撑，绣娘才有收入，年轻人才愿意学，技艺才能代代延续。”屏南乡党委副书记韦瑞宇目睹了产业落地的连锁效应。他告诉记者，村民靠手艺在家门口实现增收，日常切磋技艺，邻里氛围愈发和谐，乡风文明也在不知不觉中提升。广西民族大学艺术学院非物质文化遗产保护系主任黄荣川认为，非遗传承从来不是单纯的保护，而是在创造中延续，在开放中生长。“非遗+体育超级IP+乡村居家就业”的融合模式，既是中国文化全球表达的有效叙事，也是对指尖技艺如何变成指尖经济的生动回答。非遗文创出海，路就在脚下。

广西非遗文创“踢”进世界杯

广西援老挝技术合作减贫示范项目交接仪式7月21日在老挝首都万象举行。仪式上，双方代表签署了项目交接证书和长效运营管理协议。这项历时两年的跨境农业减贫合作项目圆满收官，正式转入长效运营新阶段。广西壮族自治区乡村振兴外资项目发展中心主任邓妙宏致辞说，项目的圆满完成为老挝国家减贫事业发展提供了实践经验，为澜湄区域减贫与农业合作提供了生动案例。希望未来该项目持续发挥作用，长久惠及当地群众。老挝农业与环境部农村发展与减贫司司长塔萨卡致辞说，该项目改善了当地基础设施建设，切实提升了老挝民众生活水平，彰显了老中双方携手推进减贫合作的坚定决心与务实担当。据介绍，该项目实施周期为2024年8月至2026年6月，聚焦万象金花村农业基础薄弱、抗灾能力不足、产业链条短等痛点，通过新建智慧农业大棚和蔬菜收购点、硬化种植区道路、开展蔬菜产品认证和商标注册、农业技术培训等项目建设内容，全面提升该村农业标准化、智能化、产业化发展水平，实现了中国减贫方案和智慧农业技术在老挝的转化应用。

记者7月24日从国新办新闻发布会上获悉，9月，公安部将在全球公共安全合作论坛（连云港）2026年大会期间举办国际打击电信网络诈骗联盟成立大会。公安部分管日常工作的副部长亓延军在发布会上表示，2025年10月以来，我国电诈案件发案数连续9个月同比下降。

7月23日，有数学领域“诺贝尔奖”之称的菲尔兹奖正式揭晓。四位获奖者分别是John Pardon、Jacob Tsimerman，以及中国数学家邓煜（Yu Deng）和王虹（Hong Wang）。其中，王虹现为法国高等科学研究所（IHES）数学学科终身教授。结果揭晓后，法国总统马克龙亲自致电王虹，向她表达祝贺。“恭喜王虹，菲尔兹奖得主！”马克龙在社交媒体X平台发文称，王虹曾在法国高校接受教育，现为IHES教授，因此她“体现了我们研究和教育的卓越水平”。视频显示，马克龙称赞王虹“干得好”，称他和所有法国学者对此感到“无比自豪和兴奋”。他还说，王虹获奖，“对年轻女孩来说，是一个非常棒的榜样”。王虹，1991年生于广西桂林，16岁考入北京大学地球与空间科学学院，一年后转入数学科学学院。2025年2月，她与Joshua Zahl发表127页论文，宣告攻克三维挂谷猜想这个研究“一根针在三维空间中旋转扫过的最小区域”的百年难题。莱斯大学数学家Nets Katz评价这项成果“百年一遇”。她现为法国高等科学研究所（IHES）数学学科终身教授，是该所历史上首位华人、首位亚裔终身教授。而IHES此前13位数学终身教授中，有8人拿过菲尔兹奖。邓煜，1989年生于深圳，2006年IMO金牌得主，保送北大数学系，后转入MIT，普林斯顿博士。他与合作者用开创性方法攻克了希尔伯特第六问题的狭义版本，这是1900年希尔伯特提出的23个问题之一，125年来首次迎来实质性突破。该成果为微观粒子世界和宏观流体世界之间架起了一座坚实的数学桥梁。菲尔兹奖每四年颁发一次，每次获奖者不超过四位，以奖励当年未满40岁、在数学领域做出杰出贡献的学者。这是国际数学界最高荣誉之一，被称为“数学界的诺贝尔奖”。
