4月3日上午，广西国际贸易“单一窗口”建成运行十周年新闻发布会在广西新闻中心举行。这场发布会，藏着广西对外国际贸易10年通关的成绩单——从过去跑断腿、等三天，到如今指尖点一点、几小时办结，榴莲、山竹等生鲜当天通关，药食同源商品线上备案，3.7万家企业免费享“一站式”服务，广西外贸通关实现“一键快进”。<img src="https://static.gxrb.com.cn/image/uploadpic/20260403/4a51a37eb0dcecffbecd41d46a8f52eb_wma96a.jpg" alt="alt" data-id="15487621" data-describe="1000052208.jpg" id="RbImage-0"/>新闻发布会现场。“以前最怕榴莲堵口岸，一等两三天，多放一天就掉价！现在冷链车到宁明爱店口岸，走‘单一窗口’提前申报，几个小时就过关，当天就能发往全国市场。”宁明县一家进出口贸易有限公司负责人说。药食同源商品进口也迎来“大解放”，新闻发布会上介绍，针对此前药食同源商品进口时间长、手续繁的痛点，广西在“单一窗口”上线专属备案系统，企业进口符合规定的食用药食同源商品，无需再跑现场办《进口药品通关单》，货物抵港后直接在系统上备案，就能节约1—2个工作日办理时间，彻底打通这类商品进口的“最后一公里”。<img src="https://static.gxrb.com.cn/image/uploadpic/20260403/7f8363f48e83987b26ad11e3667ae52d_wm5c9b.jpg" alt="alt" data-id="15487620" data-describe="1000052244.jpg" id="RbImage-1"/>广西国际贸易“单一窗口”门户网站界面。截至2026年3月，平台上线9大类33项地方特色服务，对接81家单位，服务用户超3.7万家，日申报业务量超1.3万票；全区外贸进出口总额从2015年的3190亿元，增长至2025年的8192亿元，增长了156.8%。在宁明爱店口岸，依托“单一窗口”的智慧通关，2025年1—10月入境水果近8000车次、货值超23亿元，口岸进出口货值突破千亿元，跃居广西边境陆路口岸第三位；在贵港，“湾港通”多式联运借“单一窗口”实现“一次申报、一单贯通”，企业物流成本降10%—25%，每票货物省2天通关时间；在北海，企业通过平台自主报关进口煤，效率提升25%，累计节约成本3000余万元；在钦州港，西部陆海新通道多式联运借“单一窗口”简化流程，货物运输更灵活，有效对接海南自贸港建设。为了让数据多跑路，企业少跑腿，广西还不断提升通关便利化水平，助力企业“轻装上阵”。通过聚力优化流程，建设北部湾港综合调度系统，实现钦北防“三港区”港航统一调度，一次申报、多港通行。通过聚力提速通关，推广应用“智慧湾”系统，实现海港口岸通关作业无纸化，车辆过闸平均用时从2分钟减少到20秒，北部湾港通关时间迈入全国一流水平。通过聚力降低成本，推出“智汇易”等线上跨境结算产品，累计为企业节省费用160多万元，保税燃油供应协同系统每单可为企业节省成本30元，给企业带来“真金白银”的实惠。针对边民互市贸易业务申报与身份核验难的问题，广西建成国内首个边民互市公共服务平台，提供自助申报、多端协同、人脸识别等功能，便利边民参与互市贸易，实现家门口就业。针对跨境电商业务跨部门跨系统对接不畅的问题，广西搭建了跨境电商公共服务平台，实现跨境电商业务“一次申报、一次查验、一次放行”，万条数据申报时间由1个小时缩短至10分钟。下一步，广西将以AI赋能贸易便利化，推动 “单一窗口” 数智化、国际化升级，让更多外贸企业享“一键通关”的便利，让广西开放型经济跑出更快 “加速度”。知多点：国际贸易“单一窗口”是指参与国际贸易和运输的各方通过单一的平台提交标准化的信息和单证，以满足相关法律法规及管理的要求，是WTO《贸易便利化协定》明确要求实施的贸易便利化核心举措。《国务院关于改进口岸工作支持外贸发展的若干意见》（国发〔2015〕16号）要求依托电子口岸公共平台，推进国际贸易“单一窗口”建设，并明确2015年底在沿海口岸、2017年在全国所有口岸建成“单一窗口”。2025年，广西国际贸易“单一窗口”主要业务应用率达100%，服务企业3.7万家，日均处理报关单量1.3万票。本文由南国早报原创出品，未经许可，任何渠道、平台请勿转载。违者必究。

榴莲当天过、“药食同源”秒备案！广西外贸通关实现“一键快进”

data-media-id=""/>品茗三江茶。恰逢中奥建交55周年，两国文旅交流再添新动向！近日，由中国驻苏黎世旅游办事处组织的奥地利主流旅游媒体及旅行商代表团，奔赴广西柳州开展踩线考察，一路沉浸式解锁侗乡风情、茶园雅趣，为中奥文旅牵手搭建新桥梁。2026年3月27日至28日，考察团一行深入柳州市三江侗族自治县，开启了一场兼具自然之美与人文之韵的文旅探索之旅。清晨的布央仙人山景区云雾缭绕，3600亩高山茶园在晨曦中泛着翠绿光泽，宛如一幅会呼吸的山水画卷，考察团在茶香氤氲中，先后观看了茶园走秀、琵琶弹唱等特色表演，身着民族服饰的表演者踏着茶香舞步，悠扬的琵琶声萦绕山间，完美展现了侗族文化与茶园生态的诗意融合。随后，考察团成员亲身走进茶园，亲手采摘鲜嫩茶芽，炒制茶叶，沉浸式体验在翠绿间“打包春天”的无穷乐趣。离开布央仙人山，考察团前往程阳八寨景区，这里有2000余座吊脚楼、8座鼓楼、5座风雨桥，有着中国最大侗族木构建筑博物馆的美誉，举世闻名的世界四大历史名桥之一的“程阳永济桥”就坐落于此。在永济桥头，考察团体验了独特的招待仪式——拦路迎宾，在欢声笑语中感受侗家人的热情好客。之后还参观了侗族木构博物馆，在专业讲解员的介绍下，详细了解国家级非物质文化遗产——侗族木构营造技艺的历史传承与精湛工艺，近距离观赏木构建筑的榫卯结构，感受侗族先民的智慧与匠心。考察过程中，代表团成员不时驻足打卡，记录所见所闻，纷纷表示，柳州市的民族文化习俗极具独特性和吸引力，三江的茶园生态与侗族风情交相辉映，传统与自然的完美融合令人印象深刻，将向身边的亲朋好友推介柳州，前来感受柳州的独特魅力。据悉，柳州市已花开满城，近30万株洋紫荆次第绽放，将这座工业城市装点成浪漫的粉色海洋，实现了工业风骨与浪漫花海的完美交融。恰逢广西“三月三”佳节临近，柳州精心筹备了一系列丰富多彩的文旅活动，涵盖“鱼峰歌圩”系列活动、《音浪之约》超级演唱会、2026三江多耶音乐节、柳州紫荆花文化创意廊非遗活态展、非遗集市等，各县区也同步开展“三月三”主题活动，游客可在此体验山歌对唱、观看特色展演、品尝地道美食，全方位感受柳州的民族风情与春日活力。<img ​奥地利文旅代表团赴柳州踩线     解锁侗乡风情与春日浪漫

全国首创！3月31日，《广西壮族自治区科学技术厅关于实施面向东盟人工智能“跨境揭榜挂帅”项目工作指引》（以下简称《指引》）正式发布，围绕国家所需、广西所能、东盟所盼，通过组织实施跨境揭榜挂帅项目，以“东盟出题、广西发榜、合作揭榜”的新型项目组织机制，推动广西人工智能技术与东盟应用场景深度融合，力争在全国范围内探索形成“东盟出题—广西集成—全国协同”的新型国际合作模式，打造技术先进、适应东盟场景、具备商业化推广价值的人工智能技术典型案例，促进我区企业加速“出海”，更好服务中国—东盟命运共同体建设。《指引》包括哪些内容？有哪些亮点？达到什么条件可以申请项目？记者采访了广西壮族自治区科技厅相关负责人。《指引》共7章14条，通篇紧扣成果转化与场景应用核心导向，精准聚焦人工智能技术在东盟政务、农业、工业、交通、医疗、智慧城市、物流、新能源等重点领域的落地应用，全面覆盖东盟各国重点关注、急需发展的领域，让合作方向更明确、落地根基更扎实。政策立足跨境合作实际，对参与主体作出清晰且严谨的规范，既保障合作的务实性，又充分激发各方创新活力，东盟方面需求方需为当地合法注册1年以上的高校、科研院所、企业或政府相关部门，具备真实应用场景、试验环境、本地数据及配套资源，具备完善的产业化转化条件，从源头确保技术合作不流于形式、能够真正落地见效。作为牵头揭榜方，则限定为广西区内注册1年以上、具备独立法人资格的企业、高校及科研院所，要求拥有较强科技研发实力、完善的科研条件和良好的国际合作基础，既可以独立揭榜，也可联合不超过5家区内外单位协同攻关，且必须有企业作为牵头方或参与方，有效打通技术研发与市场应用的衔接通道，最大限度破除国内与国外科创合作的堵点难点。这种“广西集成、东盟应用”的协作模式，既发挥了广西在区域合作中的桥梁纽带作用，又汇聚全国优质科创资源，实现优势互补、协同发力。在合作模式上，《指引》摒弃单一固化的合作形式，秉持平等互利、合作共赢的核心原则，创新推出多元化灵活合作机制，支持供需双方协商选择技术转移、合作研发、人员培训、技术许可、技术投资等单一模式或组合模式，充分兼顾跨境合作的原则性与灵活性，契合“因地制宜、互利共赢”的国际合作实际。尤为关键的是，政策明确要求东盟需求方必须提供实质性资源投入，涵盖资金、场地、数据、人力资源、市场渠道、科研环境等多方面，以双向资源投入、双向责任共担，保障合作的可持续性，让跨境科创合作真正实现优势互补、利益共享。作为全国首创的跨境揭榜挂帅机制，项目实施流程充分考虑中外合作特点，构建起科学规范、闭环高效的推进体系，整体分为定榜发榜、揭榜评审、挂帅攻关、应用示范四个核心阶段，细化问需、定榜、发榜、揭榜、评审、立状、攻关、问效、应用九个关键环节，全流程规范有序、权责清晰。针对跨境合作中存在的科技认知差异、信任建立难题，流程专门增设中外洽谈环节，为供需双方搭建深度沟通对接的桥梁，精准匹配合作诉求，有效避免因信息不对称、认知不同步导致的合作受阻，让跨境科创对接更顺畅、合作更契合。为保障项目高效落地、取得实效，自治区科技厅依托中国—东盟技术转移中心平台，构建起资金、科技、人才全方位保障体系，为项目实施保驾护航。资金支持方面，采用前资助方式，自治区财政科技经费对单个项目投入最高不超过300万元，为技术攻关提供坚实资金保障；科技服务方面，依托国家级平台优势，提供技术转移、科技咨询、科技金融、国际渠道资源等全链条服务，打通跨境技术转化的各个环节；人才服务方面，既为揭榜方引进东盟高层次技术人才提供签证便利、居留许可、子女教育等全方位保障，又系统开展面向东盟合作方的专业技术培训，搭建国际交流平台，邀请参与中国—东盟博览会先进技术展等品牌活动，推荐优质项目参与创新创业大赛，推动区域创新资源高效对接。《指引》试行期为5年，符合条件的各类创新主体，可通过自治区科技厅对外交流合作处咨询电话或官网在线咨询栏目对接详情：（一）电话咨询：自治区科技厅对外交流合作处0771—2633079、0771—2618480（二）线上咨询：请登录广西壮族自治区科学技术厅网站“在线咨询”栏目（网址<a href="http://kjt.gxzf.gov.cn/zmhd/zxzx/" target="_self">http://kjt.gxzf.gov.cn/zmhd/zxzx/</a>）

30秒内可过！进出口鲜活农产品在广西享受“免开箱”查验

3月27日，阳光穿透薄雾，洒进老挝国家输电网有限责任公司调度中心。大厅里，巨大的电子屏幕上，一条条输电线路的巡检图像正快速滚动，被电力线路缺陷自动识别系统实时处理，红色的缺陷标记不时自动跳出，精准定位到每一处隐患。老挝国家输电网公司巡检员坎拉·西萨瓦下意识地前倾身体，目光紧盯数据流，认真查看线路分析情况：“以前靠人工一张张看，用肉眼去排查。现在AI模型几分钟就能完成上千张巡检图像的自动分析，效率提升了很多！”这一幕，正是我国自主研发的输电设备缺陷隐患智能识别大模型技术，在老挝落地的真实写照。<img src="https://static.gxrb.com.cn/image/uploadpic/20260331/2a98bc7b6b0df9ea69da121e863ce871.jpg" data-id="15304739" data-mime-type="" data-size="149609" data-original-name="48bc28c46f8c36e59cdb10a6021fe089.jpg" data-ext="jpg" data-time="1774945155" data-save-path="image/uploadpic/20260331/2a98bc7b6b0df9ea69da121e863ce871.jpg" data-filename="48bc28c46f8c36e59cdb10a6021fe089.jpg" data-domain="https://static.gxrb.com.cn" data-width="1087" data-height="740" data-describe="微信图片_20260331155940_6371_528.jpg" data-material-id="1514841" data-media-id=""/>王靖制图去年12月，该模型正式“落户”老挝国家输电网公司，成为南方电网首个向东盟国家输出的AI创新成果。这项由南方电网广西电网公司与南方电网人工智能科技公司联合研发的人工智能技术，为老挝电网装上了“智慧巡检大脑”。“老挝山地雨林多，输电线路分布广、巡检环境复杂，传统人工巡检不仅耗时费力，还存在不少安全盲区，缺陷难以及时发现，这些问题一直困扰着我们。”老挝国家输电网公司生产部经理杨亮坦言，当地民众对可靠供电的诉求越来越强烈，迫切需要高效、精准的巡检技术作为支撑，而广西带来的这套智能巡检大模型，正好切中痛点，成为破解难题的“对症良方”。这款大模型深度融合了人工智能、计算机视觉与电网巡检业务场景，可对无人机巡检采集的图像进行全自动智能分析，精准识别绝缘子、金具、导地线等各类输电设备的缺陷问题，尤其适用于海量现场采集图像的快速分析和缺陷隐患的精准定位，让一切隐患都逃不过算法的“眼睛”，改变了传统巡检的低效模式。自落地老挝电网应用以来，该模型已在线路运维中发挥出显著效能。据杨亮介绍，依托这套智能大模型的算法能力，他们已完成对4条输电线路的智能巡检分析，累计处理14375张无人机巡检图像，精准识别出1146处设备缺陷，相比传统人工分析，巡视效率大幅提升，缺陷识别更为精准，为电网安全稳定运行提供了技术支撑。“我们带来的不只是一套技术系统，更是经过实战检验的电网智能巡检整体解决方案。”广西电网公司数智运营中心总经理朱时阳说，为了让模型更“懂”老挝，技术团队针对老挝的地理环境、电网设备类型及实际巡检需求，提前对模型进行了适配优化，让模型更贴合老挝电网的运维场景。更关键的，是“授人以渔”。技术团队一次次现场教学、一遍遍实操演示，对老挝电力运维人员开展系统培训，帮助他们快速掌握操作方法，加快智能巡检技术的常态化应用。从人工徒步巡检到AI大模型智能识别，从经验判断到数据驱动，老挝的电网巡检方式正因来自广西的“智慧大脑”，悄然经历着一场深刻的变革。广西电网公司数字化部总经理刘莹介绍，下一步，公司将积极践行“北上广研发+广西集成+东盟应用”的发展路径，深化中国—东盟能源人工智能创新合作中心建设，加快构建面向东盟的能源语料库和垂域大模型，推动更多南方电网成熟的AI成果输出东盟市场。
